YOTA’s Mid-Year Youth Responsiveness Review assesses Ghana’s 2026 Budget after six months of implementation. The review finds cautiously positive progress, particularly in education financing, apprenticeship, tertiary access and youth employment. However, significant gaps remain in youth-targeted job creation, school-to-work transitions, digital programmes, social protection, disability inclusion, youth participation and outcome-based reporting. Many flagship youth interventions lack sufficient implementation data, while projected jobs cannot yet be treated as realised youth employment. YOTA therefore maintains the Budget’s 2.1/3 rating – Moderately Youth Responsive. The review calls for stronger transparency, youth-disaggregated data, budget tagging, participation and a shift from reporting payments to demonstrating measurable outcomes.
